97 ment in Iceland, they agreed that Icelanders were best acquainted with and had more intimate knowledge of their own affairs and would use their knowledge and do their best to improve their poli- tical and financial condition. Albert who was minister of justice at that time in 1902 issued a code of constitutional amendments to Althing and the following acts and laws were contained in it:— That a minister should be appointed for Iceland, who should be a native of that country. That he should reside at Reykjavik. That the Icelanders should pay his salary. That he should be responsible for all executive actions to the king and Althing. That he should abdicate his office for circumstances warranted by his actions in Iceland, but not in Denmark. These amendments were approved on Althing in 1902 and again in 1903, October 3rd, these amendments to the old constitution were ratified by the king and early in the year 1904 a minister will be ap- pointed to Iceland, and the office of minister to Iceland at Copen- hagen abolished and replaced by one to be established at Reykja- vik, consisting of the Prime Minister and his ministers and then the act of Home Rule for Iceland will have been consummated. Progress and the Outlook. In the last few years Icelandic farmers have been induced to improve their farms and by funds supplied by the ‘Home Rule’ gov- ernment have been aided in doing so, they are beginning to under- stand commercial matters better and the necessity of being particu- lar with their produce, so as to obtain the highest price for what they raise. They are establishing small creameries throughout the farm- ing country, for the purpose of obtaining a better price for their but- ter. Our countrymen are far behind other nations in farming and other employments also in cleanliness in the preparation of the pro-
