go thing for his acts, and that they could bring accusation against him, if necessary, before the chief court of justice; also that Althing should sit every other year and be divided into two legislative bodies. Althing also demanded 120,000 kr. subsidy yearly in place of the 100,000 offered. The Danish government placed the matter before the senate the following year, and Nelliman, a Danish minister, showed clearly the relative position of Ice- land to the Danish rule and its privileges and re- proved the government for making any modification concerning the financial affairs of Iceland. This dissention on his part stopped the progress of the establishment of home rule in Iceland, the Danish government thinking that Hilmar Finnson was asking too great a favor for his countrymen and prorogued Althing in 1869. After the new election for Althing in Iceland was over, the Danish govern- ment sent twoi separate statutes, one relative to the position Ice- land held in the kingdom and the other regarding the form of gov- ernment of the island. But these statutes did not give the island- ers as much satisfaction nor did they grant as many privileges in some paragraphs in them as that of 1867, the majority of Althing demanding that the statutes should include all laws and regulations regarding the rule of the country. They also agreed to request the king not to make these statutes the laws to govern the island by, asking that another set of statutes should be given which would be as beneficial to Iceland as those of 1867. But finally Althing agreed to approve the bill of constitution with some amendments and sent a petition that with these amendments it be made the law. The Danish government and Althing were no nearer a thorough amicable settlement than before. But to be rid of the matter and get it out of their hands they made the statutes and their amendments a law, showing the rights of Iceland in the kingdom on the 2nd of January, 1871. This act of the Danish government, however, caused consider- able dissatisfaction in the Island, on account of the fact, that it was net the same as the one partly accepted by Althing, the majority re- fusing to recognize these regulations as they kept out the necessary
