Krieger, a remarkably learned man, and the Danish minister, who drew up the statutes said that they were per- fectly complete. However, Althing with a few amendments to it, passed the bill. Iceland is the only portion of the Danish kingdom that has spe- cial land privileges. It takes no part in the legislative power of the kingdom and sends no representatives to the Danish parliament for the sovereign and does not have to pay towards its support. The special statutes connected with Icelandic rights are:— 1— Civic rights and jurisdiction of all penal and civil laws except supreme court cases. 2— Police control. 3— Supervision and right to make laws regarding churches and schools. 4— Regulating rules for the practice of medicine, doctors and sanitary conditions. 5— All poor laws. 6— Keeping up and opening of new roads and postal service. 7— Receiving all revenue derived from the island. 8— Up-keep of national property, public buildings and the treas- ury. The subsidy was fixed at 60,000 kroner yearly and for ten years 40,000 for expenses, from which sum 2,000 kr. were deducted after the first payment every year for ten years, until nothing was left of the original sum. The Danish government also agreed to pay all expenses of Ice- landic high officials residing in Copenhagen, to subsidize the mail steamers between Iceland and Copenhagen and any accounts out- standing against Iceland were considered settled in full.
