95 legislative assemblies, but owing to his health having broken down he could not attend the third and died on 7th December, 1879 at the age of 68. The First Legislative Assembly Approved. The first financial regulations for Iceland for the years 1876 and 1877, were approved by the Legislative Assembly, also laws ie- garding the medical profession, (the number of medical men was increased to 20) they also passed an act establishing a medical school at Reykjavik, and since that time the number of doctors has increased to 40, which was very necessary as the north part of the island was without physicians or any medical aid whatsoever, and passed many other laws necessary for the government of the is- land. The acts relating to revenue have been improved; communica- tion both by land and sea have been considerably increased and com- munication with other countries has greatly helped to increase the trade. Bridges have been built across the rivers and many new roads made and middle class schools and seamen’s schools and four experimenal farms for teaching the newest and best methods of farming, also three schools for females and others have been sub- sidized, a national bank established in 1885 and in 1885 a general and charitable fund. Inspection of the Constitution and Home Rule. The great fault with the constitution was the controlling power of the Danish government. But the islanders’ condition was great- ly improved and progress was making fast strides for the advance- ment of the nation. But the two governments did not work in har- mony as well as had been expected, because on many occasions Ice- landic matter of importance, were delayed and the Minister of Jus- tice at Copenhagen, on some occasions, had advised the king to veto laws that had been passed by Althing, which caused a feeling of dissatisfaction, for the king had on 23 occasions refused to sane-
