Secondary schools The ever-changing circumstances of modern society call for a strong and competent secondary school system with an on-going process of reevaluation. Since the new secondary schools were insti- tuted, conditions have improved, although oppor- tunities for study still vary according to location and financial position. The passing of a framework legislation on sec- ondary schools has been delayed too long, and we deem it imperative to remedy the situation. Adult education, which is especially important for women, has been neglected. The need for dis- tant learning or open university type courses is now acute. This type of education is intended to give people equal opportunities for education by using all available media for teaching. The student loan system must be adjusted so as to give equal value to sec- ondary education whether it be in trade schools or in the field of health education and pedagogy. 16
