29 The second error made in drawing up the constitution was, that no one was empowered by law to safeguard the rights of the people or to hold the leaders in check and force obedience to the law from them. During the Historical Century, about which you have already heard, no leader was able to put into the field more than from 60 to ioo fighting men, but in the early part of the 13th century, (owing to the fact that some of the leaders by annexation ruled over a whole quarter of the land and could purchase the right to summon men to fight their battles), they could put into the field from 600 to 1600 men. They fought fierce and bloody battles with one an- other. The chief and strongest leaders were descendants of four highly respectable families, viz. : The Oddverjar and Haukdyl in the south quarter; Sturlung in the west, and Asbyrnings in the north. Trouble Between the People and Clergy—Foreign Political Opinion is Mooted in the Island. Hostilities began in earnest when Bishop Gudmund Arason demanded the right from the judicial court to govern the clergy him- self. But this was refused and the people demanded that the clergy should be subservient to the constitutional laws, just the same as they were in the early days, when the island was Christianized. The bishop was allowed a seat in the legislative assembly with the same rights as the other leaders had. And there lie discussed the laws for the government of churches, clergy and people and the priests had to obey the law and were under the same judicial jurisdiction as the people. With this exception, that in matters relating to clerical 01- church work, the bishop could settle them out of court. The archbishop commanded Bishop Gudmund to endeavor to have the ordinance changed, but the Althing refused to make any alterations in the constitutional statutes. Bishop Gudmund was a man of strong constitution and iron will, but as the leaders consisted of wealthy and unscrupulous men,
