74 tory and mill were started they obliged the people by refusing to supply them with necesaries, to abandon the project, thus forcing the people to buy of the monopoly, more than they otherwise would have done. Energy, will power and progress were at a very low ebb. Honor, straightforwardness and generosity almost unknown; the merchants holding the farmers in great contempt and then when opportunity offered cheated them as much as they could. Naturally this caused a great deal of dissatisfaction amongst the farmers and in consequence, thinking retaliation would help them, began to put up their produce and wares in a deceptive manner, thinking that in taking advantage this way they would get even, not noticing that at the same time they were working against their own interests at a later time. Thus the prices they received began getting lower and lower until at last they ceased to take any pains at all in preparing their produce, not putting it up or packing it uniformly. In fact business was stagnant and the people were losing all ideas of busi- ness probity and prosperity waned. The so-called ‘free trade’ was a decided failure and the best men of the country recognized that there must be more freedom in trade relations and this could only be done by competition if the islanders were to be benefited. In the year 1795 at Althing, to endeavor to help his compatriots Magnus Stevenson, a lawyer, circulated a petition which all the leaders sign- ed, with the exception of the governor, asking the king to allow foreigners to enter Icelandic ports for the purpose of trade, admitting them free, thus allowing competition, which would no doubt have helped the islanders. They also accused the merchants for their extortion and cheating while trading with the people. This petition was called ‘The General Petition of Iceland.’ But naturally the merchants worked hard against it. And as it was an easy matter for them to appear before the government and make up any kind of a story they wished, it was not very difficult for them to persuade the government that they had been misrepresented by the people of Iceland. This caused the king to reprimand all the officers who signed the petition, at the same time denying the people any commercial liberty.
