75 Althing Abolished. Superior Court of Justice. During the 17th and 18th centuries Iceland was in a most de- plorable condition. Almost every other year there was a famine, although the seasons were no worse than they had been that time or even before, but if there was an eruption or if the polar ice came oftener than usual the people were in such a lethargic state and so despairing that, instead of doing all they could, they were not able to protect themselves from starvation. Can it be then wondered at, that in these centuries the king’s power increased and that of Althing declined, until the 18th century when it sank into insignificance and finally ceased to use its legislative authority. In- the year 1774 both the grand and petit juries dwindled down to 11 men altogether. They did not care to come to Althing from the north quarter, so the juries were taken from the nearest districts. In the year 1798, Althing was held for the last time on ‘Thing- vall' and there were only 12 men in attendance and they only stayed for a few hours. The jury chamber was in a ruinous, condition and unfit for use. The two years following Althing was held in Reyk- javik, where a small population of about 300 had gathered. The ancient Althing had faded'from the present era. In the year 1800 Althing was annulled by order of the king and a superior court of justice established in Reykjavik, which consisted of three judges and one head man, this was Magnus Stephenson. It was about this time that the schools both of Skalholt and Holum were removed from their respective sites and united at Reykjavik. The accom- modation for the students being insufficient, they removed it from there to Bessastad and by the year 1805 the school was in a flourish- ing condition, owing to the fact that the accommodations were better and the teachers more capable. The bishopric of Holum was also abolished and all the property and real estate sold, one bishop being appointed to rule all the churches and he resided at Reykjavik, the bishop of Skalholt re- ceiving the office.
