87 But Senator Hirck and Balthazar Christenson forced the government to pass the measure. In the year 1857 the draft of commercial laws was completed and approved, which allows any foreign nation to trade with Iceland in any harbor authorized for such purposes, this was of immense advantage to the islanders and trade grew rapidly, but the Icelanders did not advance very much in endeavoring to pro- duce more for market. The Icelanders however were able to sell several articles; they could not before under the old regime dis- pose of such as horses and sheep and commerce was divided mostly between Scotland and England, which caused much competition be- tween them and the Danes, and Iceland was consequently benefited. But even yet the law was deficient. It obliged the merchants to have representative members reside in the island and become actual re- sidents. The same law applied to the Faroe Islands. Unfortunately the Icelandic merchants did not exert themselves to bring business up to a proper standard and strive for progression and for this reason the business in the island is not what it ought 'o be or would have been if more enterprise could have been engender- ed ; the British merchants who instead of trading, buy and sell for cash only. The Faroe islands have abandoned the commercial law and all trade is transacted on a money basis. Since the commercial laws of ‘free trade’ was established no family, as far as is known, has suffered from starvation, although unfortunately the farmers later on had considerable trouble from the scab amongst their sheep, it having been brought over from England in 1856. Finance and Constitution. At the close of the national meeting, an account cf which we have already given, the Danish government had done nothing to- wards improving the constitution of Iceland. But in the year 1857 Althing sent a petition, asking the Danish government, to concede them executive power over their finances. But this was not paid much attention to, until the Danish House of
