Housing
One of the main reasons for the excessive work-
load most people have in this country is the diffi-
culty in getting a roof overs one's head. Low wages
and high interest mean that working people can
hardly afford minimal housing. The housing legis-
lation does not take account of family circum-
stances. Evereyone gets the same loan whether
they have a large or small family and whether they
are buying bigger or smaller. And the family is
being ignored elsewhere also. According to the
new tax laws, everyone gets the same rebate when
buying a house or appartment, but only the first
time. The size of the family and therefore the need
for more space has nothing to say.
Those who neither wish to nor are able to take on the excessive work load which
the housing battle calls for, or those who in spite of an inhuman work load cannot
manage to make ends meet, have no alternatives. Only a very small percentage of
those who apply for government housing actually manage to get an apartment.
Many families are faced with dissolution.
There is a severe lack of rental accommodation in Iceland. The need for such
accommodation is often so great out in the countryside that it prevents normal de-
velopment of economic life. Such accommodation is necessary to allow people to
settle outside the capital area. The greatest part of the government housing loans
go to the south-western part of the country around the capital area. The building
of rental accommodation elsewhere would bring more money to the rural areas.
The capital for housing loans comes mostly from the pension funds. The gov-
ernment's contribution to housing loans is insufficient to fill the minimum need
in this country. Allocations to condominium buildings and rental accommoda-
tion have steadily decreased. The problem is being addressed to the future.
