The handicapped The handicapped should have the opportunity to take part in daily life and work alongside other members of society. The housing of the handicap- ped in institutions isolated from participating in or experiencing life outside is an outdated policy. The laws concerning the handicapped have not been enforced, and the repeated reduction of the Handicapped Achievement Fund has meant that the most pressing needs of the handicapped have not been attended to. Also, the Fund has had to tend to many aspects of the education of the handicapped which lie outside its sphere. The education of the handicapped should be funded the same way as that of other members in society. A great effort is needed to bring the education of the handicapped into the general education system, where the rights of the handicapped are equal to the rights of other citizens. There are next to no opportunities for higher education, reeducation, or specialized education for the handicapped. There is a great housing shortage for the handicapped and as many as 400 in- dividuals are on waiting lists. There are a lack of resources available for the hand- icapped in employment, rehabilitation, or services for handicapped children and their parents. The handicapped are expected to live off compensations which are below the minimum wage, in spite of the high expenses which often accompany a handicap. In a comparison of government allocations to the handicapped between Iceland and its neighbours, Iceland lies far behind. 30
